Fixed: Correct broken Markdown hyperlinks in feature_request.yml and PR template 
- Fixed broken relative hyperlinks in the feature_request.yml file.
- Fixed broken relative hyperlinks in the PULL_REQUEST_TEMPLATE.md file.
- Replaced markdown links with absolute URLs to ensure proper linking.
